Communications Committee meeting (6:00 – 7:00 p.m.) 

The Communications Department, Superintendent, Superintendent Leadership Team and Board of Education members met to discuss an overview of the findings from the NSPRA Communications Audit Report. The discussion included a review of the audit process, findings, recommendations, and next steps in the communication process. You can view the full audit report here and full presentation here.

Agenda Item 4.0

Fall Benchmarking Data Presentation – 4.01 

The Fall Benchmark presentation showcased student achievement data in different categories for the start of the 2024-25 school year. 

Highlights include: 

  • 75.6% of students are at or above the 25th percentile on the iReady Math Benchmark Assessments
  • 68.5% of students are at the Tier 1 level for Reading 
  • Results show consistent growth and improvement year over year

Agenda Item 5.0

Monthly Updates – 5.02 

Superintendent Bresnahan provided updates on projects that are currently happening in the District across multiple departments. Key highlights include, but are not limited to:

  • Upcoming Parent Education Series on Tuesday, October 15
  • District Institute Day to provide meaningful choice and essential opportunities for learning around our District goals
  • Illinois School Report Card release on October 30 to be shared following 
  • Preparation for long term planning for curricular needs and development of long term facilities plan 
  • Implementation of Safety Standard Response Protocol (SRP) 
  • Cybersecurity response and planning including new security resource and module training

Agenda Item 7.0

Prepare 2024 Tax Levy and Set Date For The Public Hearing – 7.01 

Cook County taxing must follow the Truth in Taxation Law. This law requires the District to annually estimate how much money they need for taxes at least 20 days before they take action to adopt the levy. If the estimated amount is more than 105% of what was collected last year, the District must follow certain requirements to notify the public. 

Following its regular annual process, the Board of Education has directed the administration to prepare the 2024 Tax Levy and to hold a public hearing on the proposed tax levy during the November 13, 2024 Board of Education Meeting. 

 

Prepare 2025-2026 Budget – 7.02 

The Illinois School Code requires an annual budget to be prepared in tentative form. 

The Board of Education members have appointed the Superintendent to prepare a draft budget for the 2025-26 fiscal year, beginning July 1, 2025 and ending June 30, 2026.

 

Approval of Application of Illinois Board of Education School Maintenance Grant – 7.03

The state of Illinois has allotted $48.4 million for round one of the School Maintenance Project Grant. The School Maintenance Project Grant is a dollar for dollar state matching grant program providing awards up to $50,000. The award of this grant must be used for the maintenance or upkeep of buildings or structures for educational purposes.   

The Board of Education approves the School Maintenance Project Grant application in the amount of $50,000. 

 

Approval of HVAC System for ELC – 7.04 

The Early Learning Center (ELC) has an unreliable heating, ventilation, and air conditioning system (HVAC). The overall system has a consistent history of functionality issues and has disrupted the learning environment at the ELC. An alternative has been explored, which would be energy efficient and reliable for cooling and heating. Initial costs are $5,850,690. After tax incentives costs equate to $4,964,690, which is below the projected $5,100,000. 

The Board of Education approves the HVAC system for the ELC in the amount of $5,850,690 with tax incentives reducing cost to $4,964,690. 

 

Approval of John Jay PTO Donation – 7.05 

The Board of Education has approved the $1,859.79 donation from the John Jay PTO to John Jay Elementary school to purchase audiovisual equipment to support the student broadcasting club for morning announcements.

Agenda Item 8.0

Press Policy Update 116 – 8.01 

The Illinois Association of School Board (IASB) Policy Reference Manual is a system used to keep school rules up-to-date and legal. Policies are reviewed at least every five years, or sooner depending on state, federal, Illinois School Code or Illinois School Board of Education policy changes. District administration can also make recommendations for policy revisions as needed. The Board of Education is also required by School Code to review select policies either every year or every two years. 

The BOE will vote on this during the next Board of Education meeting on Wednesday, November 13, 2024.

Public Hearing on 2024 Tax Levy – 8.02 

The administration recommended moving forward with preparing a tax levy and to set a public hearing for November 13, 2024.

Adoption of 2024 Tax Levy – 8.03 

There will be a public hearing on Wednesday, November 13, 2024 regarding the tax levy the administration has prepared. The Board of Education will then vote on the levy during the December Board of Education meeting on Wednesday, December 11, 2024. 

If approved, the tax levy will be submitted to the Cook County Clerk by the end of December.

Authorizing Reduction of Certain Fund Levies for The 2024 Tax Levy – 8.04 

The Board of Education provides direction to the County Clerk in assigning levy amounts by fund determining the total based on new growth and Consumer Price Index (C.P.I.). This resolution guides the County Clerk on how to set the amounts for each fund based on what the District is allowed to collect. Since the County Clerk will automatically add 3% loss to the District’s levy, this resolution instructs the Clerk to first lower the amounts to match the original levy and then apply any additional cuts to the Operations and Maintenance (Building) Fund.

SRO Program – 8.05 

The Board of Education discussed Elk Grove Village’s desire to add an additional School Resource Officer (SRO) which would support Grove Junior High and the five (5) elementary schools within Elk Grove Village. Intergovernmental Agreement with D214 – 8.06 

CCSD59 has an agreement with District 214 for sharing information for the purposes of conducting a data study to improve instruction. The Board will take action on this agreement at a future meeting.
